2nd is money (To Buy Materials/Resources and to Pay to Workers)

(Note: but it will be beautiful if there's a heart/love (passion) on it)

1.) Welfare/benefit of people and if business will be profitable

2.) Business feasibility study (if it will be able to profit)

3.) If it's ok & in budget & it will profit

4.) Find budget/investor, bank credit or pre selling/down payment of tenant

5.) There will be a Planning

6.) Design

7.) Design/all Permit Approval

8.) If it's all Approved

9.) There will be Procurement/Ordering of materials & hiring of workers

10.) Crucial stage is Implentation (that it's must be in plan on actual construction, in quality & in budget)

11.) If it's finish & all is in plan, quality & in budget

12.) There will Acceptance

13.) And the Pre-Selling of units

14.) Finally Maintenance of the building maintaining the Safety/Quality of the building ensuring that the people who live there are Safe
